DatumPre-permit
Pre-permit project intelligence for Canadian builders

Know what your next pursuit is, before there is an RFP.

Datum reads Canadian council and committee records and turns approvals into a ranked feed of projects that are real, public and years from a permit. It is built for the firms whose work is won at the owner's table, not at the bid table.

This record comes from the city's structured development-application data, so the proof is the application itself rather than a quoted line of minutes. Look it up at the city, and look the permit up in the city's own permit data.

Built for the firms who win work before the drawings exist.

If your work is negotiated at the owner's table rather than won on a bid list, the council decision is where your pursuit starts. That is the moment Datum reads.
  • /Start a pursuit while the project is still a council decision
  • /Reach the owner and the design team before an RFP exists
  • /Fill next year's preconstruction pipeline, not this month's bid list
  • /See every approval in your regions the morning after the meeting
  • /Check any project against the public record before you commit a person to it

Prices in CAD. Annual billing saves about two months. Datum is invite only while we work with a small founding group, so plans are arranged with a person rather than bought at a checkout. The data feed is a custom licensed feed, priced per contract. Datum has hand-verified 36 cases where a signal it caught early went on to become a real permit, at a median of about 18 months.

Where Datum reads today.

Datum launches on the two largest English-Canada markets and is already collecting well beyond them, adding municipalities every week as new meeting platforms are onboarded.

Straight answers.

Where does the data come from?
All of it is public: council, planning, and committee meetings, development-application portals, and building-permit open data. Every record links back to its source meeting so you can audit any figure.
How early is the signal?
Datum sees a project at the council decision, the earliest public signal. Approvals we have tracked all the way to an issued permit reached it in a median of about 18 months, and the long tail runs past three years, so you get the lead while it is still a decision, not a construction site. That median is a midpoint across 36 hand-verified conversions and not a promise about any one project: by definition half of them took longer, and any single record, including the one shown at the top of this page, is one observation rather than the average.
How do you keep it accurate?
Confidence is computed from evidence, not a model's self-rating. Low-confidence records pass through human review before they reach you, and every field is source-linked. The project count on this page is the customer-visible feed, so it is smaller than the number of records we hold: anything still in review or held back by our own gates is not counted until you can see it.
